[ laughter ] >> i'm allison seymour. we're happy you're with us today. >> terrible tuesday. >> good to get back to school and work. >> tucker barnes joins us. we need some uplifting after that intro. >> i wish i could do better. it will be a gray day today. showers and storms back and forth and a lot of humidity has been the theme for days. let's kick it off with a look at the radar. you will see showers not so much around here but as we get off to the northeast, yup, up into portions of northern delaware, now pushing into southern pennsylvania showers. we have had cloud cover and warm temperatures and right now in the mid-70s. today showers and storms will return hit and miss like yesterday. there could be locally heavy downpours.

here are your temperatures. a warm start no doubt about it. reagan national 77 degrees. 79 in annapolis. it's september now. and we're still doing temperatures like it's july. 72 in gaithersburg and 70 in winchester. here is your forecast today. plenty of clouds, could there be a few rays. sunshine during the day? yes. temperatures in the mid-80s with showers and storms likely again this afternoon. sorry about that. things get better from here. i'll have more details on that in just a minute. julie wright has the latest traffic. >> reporter: on the roads right now you will find you're below speeds southbound 270. slow approaching the passing 109 in germantown. rockville delays well before falls road south. you remain below speed continuing toward the exit for montrose road. you will find on 395 your lanes are open. traffic heavy and slow leaving duke street to seminary road. delays northbound on i-95

through stafford to quantico. the beltway looks good leaving annandale. top stretch below speed 95 past university boulevard. that's a check of your "fox 5 on-time traffic.." summerr is over for hundreds of thousands of children in northern virginia. today is the first day of school. also the first ear that arlington schools are enforcing their new walking policy. in fox 5's melanie alnwick has details on how this could affect your child. >> reporter: good morning. yes, we have seen some of those arlington county buses here already this morning. but these new rules mean that fewer students will be able to ride those school buses. now, in the letter that was sent out to parents over the summer, notifying them of the changes, parents were encouraged to help find safe

walking or bike routes for their children. but many say these changes are just going to be more cars on the road as they decide to put their kids in the car and drive them to school instead. the first letter to parents came out in july for the 2012 school year arlington will strictly enforce the walk zones. one mile for miles an hour a mile and a half for middle and high school students, 12 bus stops at 5 different schools that were within those walk zones have been removed. the superintendent said two years of parent complaints about bus overcrowding delays and long travel times had the system reevaluate its bus policy. they also said the changes aren't motivated by money. >> we look at how we efficiently run the system. it's also safety, knowing where kids are, having them on their school buses and when we get delays or adjustments being able to get back to parents.

>> now, tony and allison, apparently some students who were supposed to be walking were just walking to the nearest bus stop and then getting on the bus. the school system was having a hard time keeping track of who was on and wasn't on the bus especially as the superintendent said they were were changes and they needed to notify people. they wanted to eliminate confusion. they are anticipating higher enrollment. nobody will be left behind this morning. they are supposed to have a paper voucher in the coming weeks for students who are eligible to ride the bus. students will be given a hard pass for that. back to you. >> thank you. for most of the nation, hurricane isaac is just a memory but for the folks in louisiana and mississippi, the aftermath is a painful reality. nearly 3,000 people are still in shelters in louisiana, tens of thousands of others still living in the dark. now that the high waters have receded along some parts of the gulf coast, residents will be

there is a special election in northern virginia today. these three candidates are on the ballot for district 45 house of delegates seat. it was vacant when the previous person was discovered to have an extramarital affair. a former campaign aide pleaded guilty to make illegal cash payments to another candidate in the 2010 race and then trying to cover them up. today's court appearance could set a sentencing date for gore who faces 12 to 18 months in prison. mayor gray has not been accused

avenue at bladensburg road, slow northeast to northwest. lanes open south on kenilworth, in on the brakes to pennsylvania. delays continue over towards the capitol street and douglas bridge and heavy volume on 295 out of oxon hill towards the suitland parkway for the 11th street bridge. that's a check of your "fox 5 on-time traffic." >> thank you. as we told you at the top of the hour the first lady takes the stage tonight to sell her husband and to defend the democrats' argument that the nation is than four years ago. joining us now with a preview of what else to expect down in charlotte at the democratic national convention is jonathan strong with roll call. good to see you. >> good morning. >> let me ask this first. you know, paul ryan is hitting this refrain, you know, are you better off than you were four years ago, which we have had heard at previous conventions. is that the toughest hurdle for the democrats to get over the answer to that question?

>> i think so. i think the greatest weakness that president obama has in asking for the vote is the economy hasn't improved the way you would have hoped three years ago and that question is difficult to answer for democrats. and you have seen them provide different answers. on the one hand they don't want to say everything is going very well because you'll be out of touch. so why haven't you fixeded the economy in the three years you have had control of the presidency? >> it seems to me it's a curious position to be in because it's hard to say, uhm, well, yeah, things are better than they would have been. >> right. >> it may or may not be true but we don't know how things might have been otherwise. >> that's the kind of impossible to prove because we can't go back and try history again so you're always in the difficult position. there's many instances where if you say the calamity -- save

the calamity from happening you don't get credit. so these are the kinds of problems that democrats have. you know, whether that is true, a lot of people have looked at it and there are different opinions. >> what do the democrats need to do -- i mean, obviously you're speaking to, you know, an audience of supporters. seems to me what they need to do the supporters need to look enthusiastic but what does the democratic message need to be to the rest of the american people who may be tuning in? i think the important thing is to give a vision of how they are going to improve the economy and give some kind of direction, some vision that gives americans a reason that they think things will get better with another term of obama in office. >> do the democrats have to address point by point the things that came up during the republican convention? there's been much said about some of what paul ryan said being factually incorrect in his speech before the convention. do the democrats need to go point by point and argue those

instances or just stick to their message. >> i don't think so and here's why. the polls so far show that the republicans did not get a major bounce from the convention like you might expect. on the other hand, the good news for republicans is paul ryan when he was picked, many democrats said they thought that he would be a major vulnerability for mitt romney. we haven't seen the attacks take their toll on paul ryan the way they did say sarah palin which is a very different circumstance but still... right about now, you would have started to see those damaging poll numbers come out. we haven't. paul ryan is not a big vulnerability. on the other hand they didn't get a big convention bounce. >> let's talk about the things going on during the convention. former president bill clinton speaks. there is an interesting dynamic between clinton and obama throughout the obama administration. how do you see that playing out? is it important to look at the clinton speech and see just how

enthusiastic he is? >> this is one of the most interesting stories this week because ever since hillary clinton ran against obama in the primary in 2008, they have had a very tense relationship. and apparently, they have kind of brokered a little bit of a truce in the last few months, the president took bill clinton out golfing one day and they started to get a little bit more comfortable with one another. however, there is still very deep tensions between the two and in fact, one of the interesting details to emerge this week is that bill clinton's top aide has told people he is voting for mitt romney! which is kind of a shocking betrayal and the kind of political calculation here is supposed to be that he would want hillary clinton to have a more clear path to the nomination in 2016. but you kind of hear these little details come out about the behind the scenes where you see that it's really not as warm and fuzzy as on the stage at the convention.

in the headlines at 7:41, the search for a missing boater on the chesapeake bay resumes this morning. a man and a woman fell overboard just after noon yesterday near bayside beach near pasadena. the operator got to the woman but couldn't rescue the 29-year- old man. the coast guard and local official searched until about 8:30 last night without finding him. closing arguments are set to start today in the trial of drew peterson. he is accused of killing his third wife in 2004. her body was found in a dry bathtub inside her suburb chicago home. the 40-year-old's death was first ruled an accident, then was changes to murder after peterson's fourth wife disappeared in 2007. prince harry back in the public spotlight as we all want to see him. this time keeping his clothes on. yesterday, the third in line to

crash that we talked about earlier in virginia 193 that's the georgetown pike. eastbound that's coming inbounded towards the capital beltway eastbound lanes closed between springhill road and the beltway at this time. no one gets by eastbound 193 at the georgetown pike. 66 tied up with delays out of manassas. traffic slows again leaving 286 to the beltway. slow southbound 270. buckeystown an hour 20 minutes to montrose. traffic congestion 198 towards powdermill road. delays south of 50 towards the d.c. line. that's a check of your "fox 5 on-time traffic.." the big story this morning, hundreds of thousands of students in northern virginia are heading back to school today. but in arlington county the first day of school means the first day of a controversial transportation policy. now elementary school students who live within a mile of their

school and middle and high school students who live within a mile and a half have to walk to class. 12 bus stops in the area have been eliminated. parents are against the change and hundreds have signed an online petition. it's our hope they reassess the situation. a few years ago a woman was hit and killed by a bus on this road and there are little children, 4-year-olds, 5-year- olds. >> the school superintendent dr. pat murphy met with parents last week at a previously scheduled summer meeting saying the policy would go into effect despite opposition. some louisiana residents will go home today nearly a week after hurricane isaac hit the gulf coast. almost 3,000 others are stuck

in shelters and thousands without power. isaac's wrath could cost the region up to $1.5 billion. a wildfire in california's angeles national forest continues to burn deep into the wilderness and has now grown to about 6 square miles. park visitors were evacuated after the blaze started sunday but some of the 75 residence who live in a mobile home park decided to stay. there is another big wildfire in the los padres national forest 1 miles northwest. president obama wraps up his road to charlotte tour today with another stop in virginia. he will be in norfolk. the last stop before he heads to the democratic national convention. it's the commander-in-chief's second trip to the commonwealth in as many weeks. right now, the latest polls show the president clinging to a small lead over mitt romney

in the old dominion. and down in the tar heel state the first lady will headline the first day of the dnc with the final speech of the evening. before michelle obama speaks, virginia's senate candidate tim kaine and maryland governor martin o'malley will take the stage. also today, the democratic delegates will vote on the official party platform. republican nominee mitt romney is at home in new hampshire preparing for the presidential debate. his running mate paul ryan heads to ohio and iowa today to speak about the economy as he makes the case to the american people that they are not better off than they were four years ago. he will continue that theme throughout the campaign trail. tony, thank you very much. while the party conventions have dominated political headlines in recent weeks, the race to be virginia's next u.s. senator keeps heating up and as tony mentioned today former governor tim kaine will speak in charlotte. his republican rival former governor george allen will be

back in northern virginia visiting a springfield retirement home. we'll talk about all of that because the governor joins us now. good morning, governor. >> great to be with you, allison. i like the report on school starting. our youngest daughter just started high school today in fairfax county public schools. >> congratulations. >> well, it's an exciting day and a lot of nervousness around the house. she will be fine. >> congratulations, though. we're keeping all eyes on what's going on with education. meantime, you're looking at this senate race. you're dare i say in the home stretch now? would you classify it? >> two months to go. this is the time you go on adrenaline. susan and i are campaigning all over virginia. yesterday was labor day and one. things that we hear from so many people is the worry about jobs and the economy and regulations coming from washington that will affect energy prices as well as jobs. and the other big worry particularly in northern

virginia and hampton roads is the latest deal that's going to cause over 200,000 jobs in virginia to be lost. >> huge impact here. >> that's on top of -- we already have 23 million people right now in our country without work or underemployed, young people graduating from college, half of them either don't have a job or are underemployed and that's why we have been putting out a very positive approach of how can we get this economy going? as far as the sequestration, some are talking about raising taxes. we have a weak economy and the worst thing we can do is raise taxes on folks. i believe that the men and women of our armed forces should never be used as a political bargaining tool to raise taxes on small businesses owners who create jobs. >> you came out early with the blue print for america's comeback is what it's called, a three prong approach. competitive for job creators,

the energy -- putting america's energy to use, and then reining overreaching government or federal spending. >> right. >> how does this work to get us back to work? those staggers numbers of unemployment -- >> energy, for example. we're blessed in america with the most energy resources of any country in the world. they are not a curse. and susan and i have listened to people from our coal fields to the coast that are ready, willing and able to provide america with the energy to power our economy. right now epa is shutting down coal which means that we will end up paying higher electricity bills. on day one, if i'm hired to represent virginians in the u.s. senate, i'm going to introduce a bill to allow us in virginia to produce oil and gas off our coast and then use those royalties for roads and transportation. and we need someone in the white house who will say yes to us rather than no in that regard. that will create jobs as well as more affordable energy for a

life. we also need to -- this healthcare tax law is a real impediment where doctors and patients in my view should make decisions not bureaucracies and this tax law is a real impediment for small businesses hiring people on. so that's why i think we ought to repeal it and put in place approaches that are more affordable, more personal and portable for individuals and let small businesses also band together across state lines to have more affordable insurance with more competition and more choice. >> tim allen as we said -- excuse me, tim kaine. >> i'm blending him with you. [ laughter ] >> i don't mean to do that. >> that would be pretty popular, i think. >> you would get everybody with that! >> tim kaine, excuse me, is at the dnc address the convention tonight. you chose instead to stay home local and campaign here. are you afraid he will get a boost on the national platform

when he addresses the nation tonight? >> i think he is getting rewarded for being a leader for the national democratic party and in fact he spent a substantial part of his time as governor to be chairman. democratic national committee. he advocated all these policies that put us deeper in debt with higher underemployment and unemployment in the country. gas prices right now compared to january of 2009, people are paying over $30 more every time they fill up. so he is being reward for his loyalty and i'm sure he will have a good time there. i'll be happy to be at greenspring talking -- >> let's talk about that. your next campaign stop, busy morning, right after you leave here at 10:00 you will be in springfield talking about healthcare with the group of seniors. what is that message? >> the message there is that i like to listen to seniors

because they are worried whether doctors will see medicare patients. i have heard from doctors who won't take medicare patients. seniors hear that, as well. just last week, in southwest virginia, the chairman of the board of a hospital in southwest virginia said, this law is going to put rural community hospitals out of business because of lower reimbursement rates so there is a great concern on the part of seniors and people of all ages about it. so what i want to do is share with seniors ideas, listen to them and get their ideas on ways that they and their doctors not bureaucracies. some seniors are saying procedures are dictated to us not doing any good. a doctor would never prescribe it but there are people not doctors making the decisions. that's a major, major concern besides the fact that this law is taking over $700 billion,

>> reporter: good morning. some big names in the democratic party are headed to charlotte today. vice president joe biden and his wife will arrive sometime this afternoon. but yesterday, tonight's headliner was doing a dry run, first lady michelle obama. she will speak later tonight and a lot of other big speakers here, some local to you, governor martin o'malley from maryland and others from the d.c., virginia area. as far as the political conversation here, it's being driven by one question right now and that's are you better off today than you were four years ago? we're hearing the republicans trying to ask that but democrats seem very willing to answer it so it's something that is sort of infiltrating the political speeches we have been hearing in the last couple of days and the white house says the president is going to address that himself thursday night when he accepts his party nomination. >> if i can ask you, in the democrats being so willing to answer that question, if they think they can answer it,

here and finally dry us out and cool down by friday. notice your weekend forecast right now. low 80s so it will feel like september in time for the weekend. only in the upper 70s by monday. >> all right. that's a look at weather. now let's toss it over to tony perkins. >> thank you. there is a lot of competition for good jobs and one misstep might cost you a chance to get the perfect commission. joining us with advice is barry downs metro branch manager. you have a lot of good advice so we'll jump right in. good morning. >> good morning. >> first, the big overall question, what are the biggest mistakes that people make when they are in that job search? >> most of the time sometime people don't do a lot of research so they come in a little less informed about organizations or they don't look to set themselves apart, like being late, cell phones -- remember to turn your cell phones off. you would be surprised how many people say pardon me, excuse

me, definitely never take a call when you're in an interview. some other things like using a less personalized email address. use your first name, last name, and whatever email carrier that you're working with. you know, things like that show that you're very professional and that you're looking to really set yourself apart. >> i want to ask you a little further about the research thing. research the company that you're applying to particularly when you're going in for an interview. because it seems like that's something that's relatively easy to do now with the internet. >> it is. at the same time, so many people who are in the job market looking for jobs, out of work for a while reentering the market and companies have been changing so much. and, you know, with the advance of technology, it is very easy but you want to be familiar with what's most relevant to the company at this time and how your skill sets match it. >> is it okay to interview with

multiple companies at the same time? and what do you do -- let's say you have -- okay, here's my dream job and now i'm interviewing with these other jobs. let's say you interview with a couple of different companies. what if your second choice calls with a job for you but you hope for the first job. how do you handle it? >> it's absolutely okay to continue to interview as long as you haven't been extended an offer. companies today are still being very focused on hiring the right person. and so the process can slow down. so until you get an offer from someone and the job that you decide you want, by all means continue to interview. >> so if a company says, well, you know, we like you, you're one of our finalists, but we have to sort through some things, continue to interview? >> absolutely. >> all right. very good. i want to ask a little bit about the electronic age now. you have a lot of sources out there, linkedin, all these other sources. is it important to use those and let's say you get an

interview with a company. should you reach out to the person that's going to be interviewing you through linkedin or one of these other sources? >> well, the answer is actually no. you shouldn't. from a professional perspective, professional networks are very protected and what you should do differently though is do information gathering on that person, see what they have posted that you can see. use other resources to see if they have anything that's been published, in writing or if they have done anything special. if they tweet, you can become a follower. that's good to follow the most relevant information something interesting to them. >> a lot of companies say in their literature or online, no calls, please. so is that -- do not call them? is it a -- is it a -- is it a mistake to call a company? >> well, a large percentage of companies somewhere around 60% based upon surveys we looked at say that actually they are

looking for some type of follow- up to a degree so that's okay. but you know, email is also fine, obviously a follow-up note or thank you note within 24 hours is also something that, you know, can work in exchange for that. if you happen to call and get someone on the phone, then i think it's just important you make it very concise, restate your call, make sure that you continue to identify yourself as someone who is a very enthusiastic and interested candidate. >> if you are looking for a full-time position, you're offered a part-time or interim position, uhm... how do you handle that? things are tough. >> you know, it's a great way to generate income if you are in between opportunities and a great way to continue to build your skill set. so it's an absolute yes. you know, getting with any kind of specialized firm that might identify in your skill set is another way to be able to take that for networking purposes, it's really good. companies sometimes do contract or hire or consult to hire and

adorable son. she looks wonderful. he is adorable and we wish you both the best. i know it's going to be hard leaving him today. for your chance to be tomorrow's fan, log on to our facebook page and leave a comment under jennifer's picture. it's never to early to start planning your retirement. if you start saving a couple of hundred dollars a month at age 22, you could be worth $1.2 million by the time you are 67. isn't that great incentive? janet joins us to explain. good morning. >> good morning. >> oh, that i could roll back the clock. i see wish i could start over. the latest issue is -- the cover story is retire rich. you have broken it down in different age groups about how we can have life after career. >> yes. starting early is important and what kids don't understand is that you don't have to have a lot of money to start saving.

also, they also think it's so far in the future they don't have to worry but their biggest asset is time and it doesn't matter what your salary, just a little bit put away early on builds as you just said into big bucks later on. >> this october issue has different age groups, right? >> mm-hm. >> so wherever you are you pick this up and try to find your place in it. today we're talking about the younger group. when we say younger that's that 21 to 35. >> right. >> it's a broad age group. >> that's what we try to do. we tried to make the parameters wide enough so people could identify from age 21 all the way up to age 66. but in that early group, one important thing to remember is that if you have a job and you have an opportunity to sign up for the retirement plan, do it. and it doesn't matter if you can -- first of all, if your employer actually matches some of what you put away that's free money that you get and if you can't put away, you know,

10% of your income or 15% offer income, one or 2% or 3% or 4 percent of your income is great especially if your employer matches it. >> if not, fund a roth ira. >> you can fund one whether or not you have a company sponsored employment plan. roth ira the money is taxed now before it goes into the account. but that's okay because again you're young, so you probably are in a lower tax bracket and the good news is when you take it out for retirement, it comes out tax-free so that's a good deal. >> just a question here. is it sort of counterintuitive to do both? would you suggest -- if there is a 401, you would think that was the better way. >> if you get an employer match, then i would go for the 401(k) first. you don't get an employer match, i think i would go with the roth first because you will get the benefit of that tax- free money in retirement. you can also do both. there is nothing that says can't do both so if you are rolling in dough and you want to take advantage of your

company's 401(k), maybe you have taken full advantage of the match then you want to go to a roth ira and open that. >> something interesting too, you say, pay off student loans in good time. what does that mean? >> well, we get in question a lot. young people say, i have a student loan debt. should i pay it off right away, wait, what should i do first? if you have -- especially if you have a stafford or other government type loans, those interest rates while not low are fairly reasonable and they give you flexible repayment plans. so rather put all your cash into repaying your federal loans first, you ought to put some toward retirement and then set up a payment plan, repayment plan for your loans that you can manage that fits your budget every month. but don't necessarily rush to repay those because, you know, you probably -- everybody does have a limited amount of money and so you want to parcel it out in a way that gives you the biggest bang for the buck. >> last tip here.

i can relate to this although i'm far outside in age demographic. you see what the 401 is worth and maybe i could cash it out. i need money right now. you say try to resist? >> that's the worst thing. young people move around from job to job so they could have several 401(k) plans by the time they end up retiring. when you move from one job to another, usually you have several options one of which would be to leave your money where it is if your employer allows that. now would be to transfer your money to your -- another one would be to transfer your money to your new employer or roll it into an ira and control it. last is you can take the money in cash. you already -- heck, you have worked at it, gotten this start here. you know, you don't want to blow it. you want to maintain the momentum and so in one form or another keep the money in retirement accounts. >> we have a couple of more seconds but i have to ask you said all the way to up 66. what can you do in the last

year to secure a happier retirement financially? >> one thing -- well, there are a lot of things you can do. make sure -- we start around 62 and you become eligible for social security make sure you're smart when you take the money. a lot of people take the money at age 62 and that's perfectly understandable if you really need the money but you may not especially if you are continuing to work for a few more years because you can earn some extra income. if you can, wait until you're at least 66 now in order to take your social security because then you get the full benefit. you won't have to take reduced benefit. that's one thing. another thing to do is to -- before you leave your job, have a retirement tryout where you're trying to live on whatever your retirement income is going to be whether your pension or savings or social security or whatever just to see, do a trial run to see how much you'll have to cut back on expenses, whether you can make it. maybe you'll decide i'll work another couple of years before i retire. >> always great advice, janet
